Director, Procurement

About the role

The Millennium Development Authority (MiDA) is seeking a Director of Procurement to lead procurement activities for the MCC Power Compact in Ghana. This fixed‑term position (two years, renewable) reports to the CEO and oversees a team of two Procurement Officers, ensuring transparent, efficient and fiscally sound procurement in line with MCC guidelines.

Key responsibilities

• Develop and manage procurement plans aligned with the Compact’s objectives and oversee the performance of the Procurement Agent.
• Coordinate with project directors, managers and technical staff to translate program requirements into procurement packages, prepare requisitions, terms of reference and budgets.
• Ensure all procurement documents comply with MCC Program Procurement Guidelines, Standard Bidding Documents and relevant donor regulations.
• Lead the procurement team, approve procurement decisions within defined thresholds, and monitor progress against implementation plans.
• Collaborate with legal, fiscal and project teams to manage contract amendments, address claims and enforce anti‑fraud and corruption measures.

Required profile

• Bachelor’s degree in business administration, public administration, finance, law, engineering, economics or procurement (advanced degree preferred).
• Minimum ten years of procurement experience, including five years in a senior management role, preferably with international donor agencies.
• Proven ability to work with World Bank and US Government procurement guidelines and familiarity with FIDIC contracts is an advantage.
• Strong leadership, stakeholder coordination and decision‑making skills, with a track record of delivering projects on time and within budget.
