Monitoring, Evaluation and Learning Specialist – Accra

About the role

The Monitoring, Evaluation and Learning (MEL) Specialist will lead UNCDF’s MEL agenda in Ghana, supporting the portfolio of youth empowerment, SME finance and climate finance projects. The role is responsible for designing and implementing MEL frameworks, gathering insights, and ensuring results are measured and reported to inform programme decisions.

Key responsibilities

• Lead the country‑level MEL agenda, including the design and implementation of quantitative and qualitative research to capture programme results and impact.
• Apply monitoring tools such as results chains, KPIs and data‑collection plans, and conduct field visits, key‑informant interviews and partner reporting validation.
• Supervise evaluation exercises and ensure timely reporting of results to the portfolio level, helping partners identify strengths and weaknesses.
• Support partners in building business cases, defining critical KPIs and analysing customer behaviour to improve performance.
• Coordinate with the regional office as the focal point for MEL activities, contribute to corporate reporting and ensure compliance with RBM requirements.
• Facilitate knowledge sharing, organise training workshops and disseminate best practices to public‑ and private‑sector stakeholders.
