Consultant – Ghana Automotive Component Policy Implementation

About the role

The Ministry of Trade, Agribusiness and Industry (MoTAI) in Ghana seeks an experienced consultant to design a comprehensive implementation plan for the Ghana Automotive Components Manufacturing Policy. The consultant will translate policy objectives into a detailed, costed, and time‑bound roadmap that drives localisation of automotive parts, supports the electric‑vehicle value chain, and aligns with AfCFTA trade goals.

Key responsibilities

• Develop a detailed implementation plan with clear milestones, budgets, and institutional responsibilities.
• Identify and map domestic and regional suppliers, assess capability gaps, and propose capacity‑building measures.
• Design standards, testing, and homologation frameworks to ensure component quality.
• Formulate investment promotion strategies for anchor component manufacturers.
• Create a monitoring, evaluation and learning (MEL) system to track progress and impact.

Required profile

• Executive‑level experience (minimum 10 years) in policy development, industrial strategy, or automotive sector consulting.
• Proven track record of delivering large‑scale implementation plans in emerging markets.
• Strong understanding of automotive components, supply‑chain dynamics, and EV value chains.
• Familiarity with AfCFTA trade frameworks and local content policies.
