Consultant – Ghana Textile & Garment Policy Implementation

About the role

The Ministry of Trade, Agribusiness and Industry (MoTAI) in Ghana seeks an experienced consultant to design a comprehensive implementation plan for the Ghana Textile and Garments Manufacturing Policy. The role supports the government’s industrial transformation agenda, aiming to boost domestic value‑addition, create manufacturing jobs, and position Ghana as a regional hub under AfCFTA.

Key responsibilities

• Develop a detailed, costed, time‑bound implementation plan translating policy objectives into concrete actions.
• Define institutional responsibilities, resource requirements, and financing mechanisms for each intervention.
• Establish a robust monitoring, evaluation, and learning (MEL) framework.
• Coordinate with stakeholders including government agencies, international partners, investors, and buyer groups.
• Provide strategic recommendations on industrial infrastructure, workforce development, investment promotion, and trade policy measures.

Required profile

• Executive‑level experience (minimum 10 years) in policy development, industrial strategy, or related fields.
• Proven track record in large‑scale manufacturing or textile sector projects.
• Familiarity with Ghana’s economic context and AfCFTA trade dynamics.
• Strong analytical and stakeholder‑engagement capabilities.
