Fiscal Agent Manager

About the role

Cardno Emerging Markets USA is seeking an experienced Fiscal Agent Manager to lead the financial management of a five‑year Millennium Challenge Corporation (MCC) funded program in Ghana. The role will oversee budgeting, accounting, internal controls and reporting for the Ghana Compact funds while supporting the Millennium Development Authority (MiDA).

Key responsibilities

• Administer financial management of MCC funding to ensure efficient program implementation.
• Design and implement a single chart of accounts and reporting templates for the entire program.
• Establish internal control mechanisms to assure reliable financial reporting and compliance.
• Set up and maintain automated budgeting, commitment and accounting systems on a daily basis.
• Assist MiDA in developing and updating a Fiscal Accountability Plan and detailed financial plans on a rolling quarterly basis.
• Transfer knowledge and skills to MiDA on financial and grants management systems and internal controls.
• Provide advice on financial activities, review procurement contracts and protect the program from fraud, waste and abuse.
• Collaborate with MiDA, MCC, implementing entities and the procurement agent as required.

Required profile

• Minimum 15 years of experience in senior finance roles such as Finance Manager, Controller or Chief Accountant.
• Extensive experience setting up financial management operations and using automated budgeting and accounting software.
• Education in business, economics, finance or accounting; professional certifications such as ACCA, CA or CPA preferred.
• Proven leadership abilities and excellent communication skills for working with senior government officials and donors.

Required skills

• Advanced proficiency in Microsoft Outlook, Excel, Word, Project and PowerPoint.
• Experience with automated budgeting, commitment and accounting software applications.
