Technical & Operational MERL Support Consultant for ACTIVATE Project

About the role

The ACTIVATE project seeks a short‑term MERL Support Consultant to provide technical and operational assistance to the Monitoring, Evaluation, Research and Learning (MERL) unit. Based in the Accra/Tema region, the consultant will report directly to the MERL Manager and contribute to strengthening the agricultural TVET system in Ghana.

Key responsibilities

• Support design, implementation and monitoring of MERL frameworks for the ACTIVATE initiative.
• Collect, clean, analyse and visualise quantitative and qualitative data.
• Prepare timely progress reports and dashboards for donors and partners.
• Assist in capacity‑building activities for project staff and local stakeholders.
• Ensure compliance with donor reporting requirements and internal quality standards.

Required profile

• Senior‑level professional with at least six years of experience in MERL for development projects.
• Demonstrated experience in agricultural or TVET programmes, preferably in Ghana or similar contexts.
• Strong analytical mindset and ability to work independently on‑site.
• Excellent written and verbal communication skills in English.
