Consultant – Migration Governance Assessment for Accra

About the role

The International Organization for Migration (IOM) seeks an experienced consultant to lead a migration governance assessment and update the Local Migration Governance Indicators (MGI) profile for the City of Accra. The assignment will build on the 2019 baseline and reflect recent demographic, institutional, and policy changes.

Key responsibilities

• Apply the Local MGI framework (87 indicators) to evaluate current migration governance structures in Accra.
• Collect and analyse data from municipal authorities, NGOs, and other stakeholders.
• Identify good practices, gaps, and emerging protection risks such as trafficking and irregular migration.
• Produce a comprehensive updated profile report with evidence‑based recommendations.
• Facilitate workshops with the Accra Metropolitan Assembly and IOM to validate findings.

Required profile

• Advanced degree in public policy, migration studies, urban planning, or a related field.
• Minimum 5 years of experience conducting governance assessments or policy analysis, preferably in migration contexts.
• Demonstrated experience working with government agencies and international organisations.
• Strong analytical and report‑writing skills.

Required skills

• Familiarity with the Migration Governance Indicators (MGI) framework.
• Proficiency in qualitative and quantitative data collection methods.
• Ability to synthesize complex information into clear policy recommendations.
