Head of Technical Operations - Telecommunications

About the role

The Head of Technical Operations provides strategic leadership and oversight of the technical operations function at DCM Financial Services Ltd. The role covers API integration execution and operational strategy to keep the company's technology infrastructure, applications and platforms stable, scalable and secure. It also involves managing the technical department and its software engineers in Spain.

Key responsibilities

• Manage the technical department, collaborate with product managers, guide the product vision and maintain quality standards.
• Oversee the team of software engineers in Spain.
• Support business development by providing solutions, designs and integrating new channels, billers and services with partners.
• Resolve issues affecting existing channels, manage completed integrations and work with local teams and partners in other operations.
• Own all API integrations with third parties and optimize the technical approach to the core platform, web apps, public and private APIs and third-party integrations.
• Work with the Managing Director to define an engineering vision for designing, building, launching and operating public sector digital services at scale.
• Deliver quality software and upgrades on time, oversee daily operations and service delivery, and support management with strategies for competitive advantage.
• Refine and manage the APP and USSD gateway.
• Work with the product team to organize and allocate engineering resources across initiatives.

Required profile

• Bachelor's degree in computer science, information technology or a related field; an MBA or master's in information technology is an added advantage.
• Minimum of 8-10 years in technical operations and/or IT management within fintech, including at least 3-5 years in a senior leadership role.
• Proven track record leading technical teams, overseeing system implementations and keeping critical financial platforms stable.
• Experience developing IT strategies, improving processes and managing complex IT projects aligned with business goals.
• Strong understanding of regulatory compliance, data protection, risk management and cybersecurity in fintech.

Required skills

• Professional certifications in IT service management, project management and/or cloud computing (e.g. ITIL, PMP, AWS, Azure) are highly desirable.
