Procurement Manager (Field Only)

About the role

Catholic Relief Services is hiring a Procurement Manager for its Ghana Country Program, with a primary base in Tamale. The role provides strategic management and oversight of local and international procurement of goods and services, leading the quality, compliance and efficiency of procurement and purchasing activities across CRS Ghana. It is a supervisory position with field work.

Key responsibilities

• Lead fully compliant procurement systems and procedures for the Ghana Country Office and organize procurement functions to support programming in Tamale and other CRS Ghana locations
• Ensure compliance with CRS procurement principles, donor regulations and Ghana statutory requirements, and run transparent bidding and vendor selection processes
• Coordinate with program and operations departments on goods and services flow, and maintain an up-to-date procurement plan and annual budget plans
• Manage the analyze-to-contract process, including market assessment, price monitoring, specifications, supplier evaluation criteria, contract preparation and payment terms
• Conduct periodic procurement risk assessments and supervise procurement staff, including coaching, development plans and performance management
• Monitor supplier relationships and contractual obligations, advise on contract modifications, and oversee reporting and data analysis

Required profile

• Bachelor's degree in supply chain management or another relevant field; an advanced degree in procurement is an added advantage
• Minimum of 5 years of work experience in procurement, purchasing management, logistics or administration with increasing responsibility, preferably with an international organization
• Knowledge of international and national procurement regulations and of donor regulations such as USAID, The Global Fund, EU and UN
• Experience with CVA programming and operational requirements
• Willingness to travel up to 10% within Ghana, including field locations

Required skills

• Proficiency in MS Office (Excel, Word, PowerPoint)
• Experience with database management systems such as MS Access is highly desirable
• Strong negotiation, communication and relationship management skills
• English required; proficiency in local languages of Northern Ghana is an added advantage
