Programme Coordinator – Rural and Agricultural Finance Programme

About the role
The Ministry of Finance and Economic Planning is seeking a Programme Coordinator to lead the Rural and Agricultural Finance Programme (RAFIP). The role involves overall management of the programme, oversight of implementing agencies, partnership development and coordination of agricultural and micro‑finance initiatives. The Coordinator will report directly to the Chief Director.
Key responsibilities
- Act as Secretary to and support the Chief Director as Chair of the Programme Oversight Committee and the Microfinance Forum.
- Engage in policy dialogue, networking and coordination with a broad range of stakeholders including parliamentarians, government officials, development partners, banks and private sector operators.
- Proactively engage with current and potential partners to support effective programme implementation through memoranda or coordination of complementary programmes.
- Contribute to country programme management as a member of the Country Programmes Management Team.
- Liaise with the IFAD Country Programme Manager on implementation matters.
- Coordinate preparation of Annual Work Plans and Budgets (AWPBs) with implementing agencies.
- Prepare and sign contracts for all programme activities.
- Manage and monitor programme progress through regular interaction with implementing agencies such as ARB Apex Bank, CBF Manager, GHAMFIN and Rural Micro‑finance Institutions.
- Oversee procurement in line with IFAD and Ghana government rules.
- Supervise the Monitoring and Evaluation Officer to develop a results‑oriented M&E system and conduct periodic studies.
- Recommend modifications to implementation modalities to overcome constraints and achieve objectives.
- Facilitate recruitment of programme support and management staff.
- Supervise financial control and ensure timely submission of quarterly accounts, financial statements and audit reports.
- Prepare and submit annual and quarterly work plans, progress reports and audit documentation.
Required profile
- Master’s degree or equivalent in management, business, finance, economics or a related discipline.
- At least ten years of management and administrative experience, including work on government and/or donor‑funded programmes.
- Experience in banking, micro‑finance or fund management is an asset.
- Background or training in development finance, agricultural value chains and rural banking.
- Excellent interpersonal and communication skills.
- Good knowledge of computing.
- Demonstrated leadership capabilities.
