Project Design Consultant – Legon Pharmaceutical Innovation Park

About the role

The 24H+ Authority, in partnership with the UK‑Ghana JET Programme, is seeking a Project Design Consultant to develop a comprehensive roadmap for the Legon Pharmaceutical Innovation Park (LePIP). The consultant will translate existing studies and stakeholder inputs into a detailed, phased implementation plan that guides the project from concept to commissioning.

Key responsibilities

• Review all existing documentation, including the LePIP pre‑feasibility study and the 24H+ Project Development Process.
• Design an end‑to‑end project development roadmap covering Phase 2 feasibility, land preparation, statutory approvals, financing, procurement and construction.
• Define deliverables, owners, inputs, timelines, decision gates and approval requirements for each activity.
• Identify institutional, regulatory and resourcing needs, flag critical‑path risks and propose mitigation measures.
• Develop practical implementation tools such as activity trackers and milestone dashboards for project owners.

Required profile

• Proven experience in large‑scale infrastructure or industrial park project design and development.
• Strong understanding of feasibility studies, regulatory approvals, financing structures and construction planning.
• Ability to work closely with government agencies, international development partners and academic institutions.
