Consultant, Digital Economy

About the role

The Consultant will work directly with the Director of Digital Economy to design, quality‑assure, and oversee implementation of the Pan‑African Digital Economy portfolio. This senior‑level position blends strategic advisory work with hands‑on program development, focusing on AI‑enabled solutions that create dignified work for young Africans.

Key responsibilities

• Develop an implementation‑ready design for a flagship Pan‑African AI initiative, including theory of change, budget, MEL framework and roadmap.
• Conduct technical and programmatic quality reviews of Digital Economy investments and partner proposals.
• Integrate responsible AI‑enabled approaches into selected programs to improve youth employment and livelihood outcomes.
• Provide monthly reporting on insights, risks, recommendations and priorities.
• Serve as senior thought partner on portfolio strategy, emerging AI opportunities and risks.
• Support country and thematic teams in embedding digital‑economy opportunities into program design.
• Prepare investment cases, approval materials and facilitate cross‑sector collaboration.

Required profile

• Senior‑level experience in strategic advisory, program design and implementation.
• Proven ability to translate technical concepts into practical programs and partnerships.
• Deep understanding of AI, digital economies and youth employment in Africa.
• Strong analytical and reporting skills.
