Consultant – Ghana Textiles & Garments Policy Implementation Plan

About the role

The Ministry of Trade, Agribusiness and Industry (MoTAI) is seeking an experienced consultant to design a comprehensive, costed and time‑bound implementation plan for the Ghana Textiles and Garments Manufacturing Policy. The assignment will translate the policy’s strategic objectives into concrete actions, resource allocations and a robust monitoring framework.

Key responsibilities

• Develop a detailed implementation roadmap that aligns with the policy’s vision and the African Continental Free Trade Area (AfCFTA) context.
• Cost‑estimate all interventions, define timelines and assign institutional responsibilities.
• Design a Monitoring, Evaluation and Learning (MEL) framework to track progress and impact.
• Coordinate with MoTAI, UK‑FCDO partners and relevant stakeholder groups to incorporate feedback.
• Produce a final report that includes actionable recommendations, financing options and risk mitigation measures.

Required profile

• Proven experience in policy development and implementation planning, preferably in industrial transformation or the textile and garment sector.
• Demonstrated ability to deliver similar consultancy assignments on time and within budget.
• Strong analytical, research and report‑writing skills.
• Familiarity with Ghana’s industrial landscape and AfCFTA trade dynamics is an advantage.
