Deputy Director of Finance

About the role

The University seeks a dynamic, self‑motivated senior finance professional to support the Director of Finance in overseeing all accounting, financial analysis, and budgeting functions. This position plays a critical role in ensuring compliance with public sector accounting standards and university financial policies.

Key responsibilities

• Assist the Director of Finance in overall management and administration of the finance office as mandated by the Technical Universities Act, 2016.
• Coordinate preparation of the university’s consolidated financial statements and periodic financial reports.
• Prepare quarterly management accounts and semester financial reports.
• Supervise and review monthly financial reports of faculties and Internally Generated Fund (IGF) units.
• Manage receivables, revenue, payables and reconciliation of IGF.
• Ensure all financial transactions and records comply with International Public Sector Accounting Standards (IPSAS) and government regulations.
• Develop, implement and maintain accounting and administrative policies and procedures.
• Oversee the preparation of the operating budget, multi‑year fiscal planning, annual audit coordination and monthly variance reporting.

Required profile

• Research Master’s degree in Finance, Accounting or Accounting & Finance.
• Chartered Accountant membership (e.g., ACCA, ICA, CPA, CPFA, CIMA).
• Minimum six (6) years of senior accounting or managerial experience in a university, industry or public practice.
• Evidence of scholarly work such as position papers, reports or memoranda for external assessment.
• Strong analytical, critical‑thinking and result‑oriented mindset.
• Excellent communication, interpersonal and team‑working abilities.

Required skills

• Proficiency with accounting software applications.
• Financial modeling expertise.
• Knowledge of International Public Sector Accounting Standards (IPSAS).
