Gender-Responsive TLR Review Consultant – Accra (Home‑based)

About the role

UNICEF is seeking a senior consultant to conduct a gender‑responsive review of Ghana’s teaching and learning resources (TLR). The work will be home‑based in Accra with occasional travel to relevant sites. The consultant will assess how current curricula and materials promote gender equality, inclusion of children with disabilities and other marginalized groups, and identify any content that reinforces harmful gender norms.

Key responsibilities

• Review national TLR guidelines, standards, curriculum frameworks and selected teaching and learning resources.
• Identify gender biases, stereotypes, representation gaps, inclusion risks and SRGBV‑related content risks in texts, illustrations, language, roles and learning activities.
• Assess alignment of reviewed materials with Ghana’s education and gender policies, curriculum requirements, TLR development standards and international best‑practice frameworks.
• Produce a practical, prioritized set of recommendations to improve the development, approval and use of gender‑responsive and inclusive TLRs.

Required profile

• Master’s degree or higher in Education, Gender Studies, Social Sciences or a related field.
• Minimum 8 years of progressive experience in gender and education programming, curriculum or textbook/TLR development, education research, policy analysis and evidence‑based recommendation production.
• Demonstrated experience conducting gender‑responsive reviews of textbooks, teacher guides, digital learning content or other curriculum materials.
• Proficiency in qualitative and quantitative research methods, including content analysis and document review.
