Program Officer – Extractive Industries (West Africa)

About the role

The Program Officer will support Oxfam America’s West Africa Regional Office in delivering the Extractive Industries programme across Ghana, Senegal and Mali. Reporting to the Regional Program Coordinator, the role combines programme implementation, grant‑making, partner capacity building and policy advocacy to advance Oxfam’s mission of reducing poverty and injustice.

Key responsibilities

• Assist the Regional Coordinator in reviewing and updating the Extractive Industries Strategic Paper and annual work plans.
• Oversee grant‑making processes, including reviewing partner proposals from Ghana, Senegal, Mali and Burkina Faso, preparing applications for the Regional Grant Review Committee, and ensuring high‑quality project development and management.
• Provide coaching and capacity‑building support to implementing partners to enhance programme delivery.
• Act as the lead liaison for implementing affiliates in Ghana, ensuring compliance and effective execution.
• Engage with ministries and other stakeholders to analyse legal and regulatory frameworks affecting extractive industries.
• Develop and contribute to joint advocacy plans, monitor political and regulatory developments, and represent Oxfam in sector‑specific forums.
• Participate in awareness‑raising events, networking activities, and the preparation of impact assessments in collaboration with the MEL coordinator.

Required profile

• Experience in programme implementation, grant‑making, and partner relations within the development sector.
• Strong background in policy analysis and advocacy, particularly related to extractive industries or natural resource governance.
• Proven ability to work collaboratively with government ministries, NGOs, and other key stakeholders.
• Excellent communication and coordination skills to manage multi‑country programmes.
