Consultant – Roadmap for Mainstreaming Human Security & Gender Equality

About the role

The STAR Ghana Foundation is seeking an experienced consultant to lead the development of a comprehensive roadmap that mainstreams human security and gender equality into Ghana’s national border security strategies. The assignment will run for up to 15 working days and must be completed by 20 February 2023.

Key responsibilities

• Analyse existing community‑cohesion and border‑security initiatives in the Upper East Region.
• Identify best practices and lessons learned to inform national policy.
• Engage relevant stakeholders, including government agencies, civil‑society groups and community leaders.
• Draft a strategic roadmap and supporting framework that integrates human security and gender equality considerations.
• Produce a final report with actionable recommendations and an implementation plan.

Required profile

• Master’s degree in a relevant field (e.g., security studies, gender studies, public policy).
• Strong research background with demonstrable experience in similar assignments.
• Field experience as a practitioner in security, human rights or gender‑focused programmes.
• Proven ability to identify and engage key personalities or institutions.
• Experience in facilitation, strategy/framework or curriculum development.
• Excellent written and verbal communication skills.
