Director, Human Resources

About the role

The Director of Human Resources will provide strategic leadership and technical direction for the Authority’s HR function. This senior role ensures that HR policies, processes and systems support the achievement of the Authority’s mandate.

Key responsibilities

• Develop and maintain HR policies, procedures and information systems aligned with public service regulations.
• Oversee recruitment, compensation, postings, discipline, welfare, career development and succession planning.
• Implement and monitor the performance management policy.
• Coordinate capacity‑building initiatives, including training needs assessments and delivery.
• Recommend and manage organisational restructuring and management reviews.
• Promote industrial harmony and manage staff welfare issues.
• Prepare annual and periodic HR reports and contribute inputs for the Authority’s budget.
• Appraise performance of subordinate HR staff.

Required profile

• Master’s degree in Business Administration (Human Resources) or related discipline from an accredited institution.
• Minimum ten (10) years of post‑qualification experience, including at least five (5) years in a senior management role.
• Professional HR certification (e.g., SHRM, CIPD, CIHRMP).
• Strong knowledge of employment laws, public service regulations and HR best practices.
• Demonstrated ethical leadership, change management and organisational development capabilities.

Required skills

• Proficiency with Human Resource Management Information Systems (HRMIS/HRIS).
