Head of Program Planning & Performance

About the role

The Head of Program Planning & Performance leads the design, coordination and monitoring of program portfolios across multiple delivery platforms. This senior position translates strategic agendas into actionable annual plans, ensures robust investment tracking, and drives performance measurement.

Key responsibilities

• Design and maintain a planning framework covering forecasts, budget planning and an annual calendar of priorities.
• Monitor the annual program planning cycle, track implementation plans and report progress across country, regional and thematic programs.
• Facilitate planning and coordination sessions, embed common frameworks through training and cross‑team initiatives.
• Develop strategic country approaches aligned with the foundation’s mission and national priorities.
• Lead program strategy development, including root‑cause analysis, target setting and hypothesis testing.
• Coordinate integrated end‑to‑end programming processes and partnership mechanisms.
• Create planning tools, resources and build planning capability across program teams.
• Establish learning and capacity‑building mechanisms on monitoring and partner insights.

Required profile

• Proven leadership experience in program planning, portfolio management or similar senior roles.
• High tolerance for ambiguity and ability to adapt to fast‑changing priorities.
• Strong analytical mindset with experience translating strategy into operational plans.
• Excellent stakeholder management across country and regional teams.
