IN, VAS & Billing Operations Manager

About the role

Lead the operation and continuous improvement of Telecel's charging, billing, mediation, intelligent network and VAS platforms, ensuring service reliability, revenue assurance and an excellent customer experience.

Key responsibilities

• Manage high service availability across IN, Billing and VAS platforms including OCS, SCP, SDP, SMSC, USSD, EIR, Device Management, Electronic Voucher Management, CRBT, Retail, Wholesale, Interconnect and Broadband services.
• Drive platform modernization initiatives such as convergent rating, cloud migration, containerization and cost optimisation.
• Implement AI‑Operations solutions like predictive monitoring, capacity prediction and AI‑assisted root‑cause analysis.
• Lead 2nd‑level maintenance, incident and problem management and coordinate with vendors, regulators and internal stakeholders.
• Coach and motivate the IN, VAS and Billing team, manage budgets and forecasts, and promote in‑house efficiency solutions.

Required profile

• Bachelor’s degree in Telecommunications, Electrical/Electronic, Computer Engineering, Computer Science or IT (Master’s/MBA a plus).
• 8‑12 years of experience in IT/Telecommunications, with at least 5 years managing IN, Billing and VAS platforms.
• 3+ years in a leadership role and strong vendor/stakeholder management experience.
• ITIL V4 certification preferred.
