MEL Specialist – CCRP

About the role

Plan International is seeking a Monitoring, Evaluation, Accountability and Learning (MEL) Specialist to lead the design, implementation and management of the project’s MEL system. The role will ensure data quality, support partner capacity, and align project monitoring with national platforms and Plan International’s MERL frameworks.

Key responsibilities

• Develop, implement and manage the project’s MEL framework, including indicators, tools, reporting templates and data collection systems.
• Track project activities, outputs, outcomes, milestones and targets against the approved work plan.
• Provide timely, accurate data to donors, management, partners and stakeholders.
• Lead baseline, midline, end‑line, thematic and cohort‑based evaluations.
• Serve as the technical focal point for external consultants, supporting evaluation design, TOR development and tool review.
• Oversee data management and integration with national platforms (CLMRS and SWIMS).
• Promote learning, evidence sharing and standardisation of tools and reporting across projects.

Required profile

• Experience in designing and managing monitoring, evaluation, accountability and learning systems for development projects.
• Familiarity with national data platforms such as CLMRS and SWIMS.
• Ability to coordinate evaluations and work with external consultants.
• Strong analytical skills to produce credible data for donors and stakeholders.
