Monitoring, Evaluation and Learning Expert

About the role

We are looking for a highly qualified Monitoring, Evaluation and Learning (MEL) Expert to support the design, implementation and continuous improvement of the MEL framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role will contribute to strengthening cooperation between Africa and the European Union in the space sector.

Key responsibilities

• Develop and maintain a comprehensive MEL framework, including indicators, baselines and data‑collection protocols.
• Lead evidence consolidation, impact assessment and learning activities across multiple partners.
• Provide technical guidance on results‑based management and programme evaluation.
• Support the preparation of monitoring reports and policy dialogue for EU‑funded initiatives.
• Collaborate with stakeholders in Africa and the EU to ensure data quality and relevance.

Required profile

• Master’s degree in evaluation, statistics, data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing or operating MEL frameworks for donor‑funded or multi‑partner programmes.
• Experience with EU‑funded programmes and work in Africa is an asset.
• Excellent command of English; working knowledge of French or Portuguese is a plus.
