National Consultant for LEAP Management Information System

About the role

The consultant will support the LEAP Management Information System (MIS) for the Livelihood Empowerment Against Poverty programme, working under the supervision of UNICEF Programme Specialist (Social transfer) and the Chief of Social Policy and Inclusion. The assignment lasts eleven months and focuses on technical back‑stopping and capacity building for the LEAP MIS staff.

Key responsibilities

• Provide tailored technical support to the LEAP Management Secretariat during the reassessment period.
• Enhance the capacity of MIS staff to use the system effectively as the database transitions to GNHR.
• Facilitate collaboration with MoGCSP directorates, social protection partners and other stakeholders.

Required profile

• Advanced university degree in Computer Science, Software Engineering, Information Systems or related field.
• At least 10 years of experience designing and developing large‑scale MIS and integrating complex data systems.
• Demonstrated experience working with national social cash transfer programmes and government partners.
• Excellent analytical, communication and facilitation skills.

Required skills

• Design and development of production web MIS/transaction systems.
• API integration, relational databases, secure authentication/authorisation.
• Understanding of social protection cash‑transfer systems.
• Experience with solution architecture, data modelling, version control and automated testing.
