National Consultant for Livelihood Empowerment MIS

About the role

The consultant will support the LEAP Management Information System (MIS) during an eleven‑month reassessment period, working under the supervision of UNICEF Programme Specialists and the Chief of Social Policy and Inclusion. The assignment aims to strengthen the capacity of LEAP MIS staff and ensure a smooth transition of the database to the GNHR platform.

Key responsibilities

• Provide technical back‑stopping and capacity‑building to the LEAP Management Secretariat throughout the reassessment period.
• Assist in migrating the LEAP database to the GNHR system, ensuring data integrity and continuity of service.
• Facilitate collaboration with MoGCSP directorates, social protection partners, and other stakeholders.

Required profile

• Advanced degree in Computer Science, Software Engineering, Information Systems or related field (or equivalent experience).
• Minimum 10 years of experience designing and developing large‑scale MIS, preferably for national social cash‑transfer programmes.
• Proven ability to work independently and in multidisciplinary teams, with strong analytical and communication skills.

Required skills

• Design and development of production‑grade web MIS / transaction systems.
• API integration, RESTful services, OAuth 2.0, secure authentication/authorisation.
• Relational database design, data modelling, migration, validation and optimisation.
• Version control, automated testing, CI/CD, and deployment best practices.
• Understanding of social protection cash‑transfer processes and stakeholder coordination.
