National Consultant – Toolkit Development for Programme Planning & Budgeting

About the role
UNICEF Ghana is seeking a National Consultant to design and produce a practical toolkit that supports Programme Activity Planning, Budgeting and Implementation Management (PAPBIM) for its sanitation and broader WASH programmes. The assignment is remote, lasts up to 200 days, and will contribute to UNICEF’s goal of delivering climate‑resilient, safely managed sanitation services across the country.
Key responsibilities
- Develop a comprehensive PAPBIM toolkit that integrates evidence‑based approaches, market‑based sanitation, financing mechanisms and social‑behavior change strategies.
- Align the toolkit with the Sustainable Development Goals, UNICEF’s regional priorities and Ghana’s national sanitation policies.
- Incorporate lessons from past WASH initiatives, including CLTS, and emerging climate‑resilience requirements.
- Collaborate with UNICEF country staff, government partners and private sector stakeholders to ensure relevance and usability.
- Produce guidance notes, templates, and training materials for programme managers and field teams.
Required profile
- Proven experience in WASH programme design, budgeting or implementation management, preferably within the Ghanaian context.
- Strong understanding of climate‑resilient sanitation, market‑based approaches and SDG‑aligned financing.
- Excellent analytical and writing skills, with ability to translate technical concepts into user‑friendly tools.
- Ability to work independently and remotely while coordinating with multi‑disciplinary teams.
