Social Accountability Expert – Municipal Governance

About the role
Cowater International is seeking a Social Accountability Expert to provide capacity support to twelve metropolitan and municipal assemblies across Ghana. The role focuses on strengthening municipal governance, improving public financial management, and fostering community engagement.
Key responsibilities
- Provide capacity‑building support to 12 metropolitan and municipal assemblies.
- Help improve performance in key public financial management areas.
- Undertake community outreach activities to enhance transparency and public access to financial information.
- Develop performance‑indicator tools, including resident satisfaction surveys.
- Work collaboratively in an iterative, advisory‑based capacity‑development approach.
Required profile
- Bachelor’s degree in Social Studies, Community Development or a related discipline (Master’s preferred).
- 5–10 years of experience engaging civil society and municipal governments.
- Proactive attitude with strong interpersonal skills.
- Excellent English speaking and writing ability.
