About the role
The International Organization for Migration (IOM) seeks a consultant to provide hands‑on technical, coordination and operational support to the Local Technical Committee (LTC) on migration management in the Dormaa Central Municipal Assembly (DCMA). The role ensures the LTC functions effectively, links with national migration mechanisms and contributes to improved migration governance at the local level.
Key responsibilities
- Review and update the LTC Terms of Reference, membership and operational arrangements for DCMA.
- Develop standardized operational tools such as meeting agendas, minutes templates, action‑tracking matrices and reporting formats.
- Prepare an annual workplan for the DCMA LTC aligned with ATUU project objectives and national migration priorities.
- Coordinate and facilitate eight regular LTC meetings, including agenda preparation, documentation of proceedings and follow‑up on action points.
- Serve as the main communication focal point between LTC members, local authorities and the IOM project team.
- Support implementation and monitoring of LTC recommendations on migration management, ethical recruitment, migrant protection and referral mechanisms.
- Provide continuous technical guidance on migration governance frameworks, ethical recruitment standards and referral pathways.
- Identify capacity gaps, organise refresher sessions or targeted briefings, and strengthen information flow between the LTC and national‑level coordination structures.
- Prepare concise monthly progress reports and quarterly analytical reports, documenting good practices, lessons learned and case examples.
Required profile
- University degree in Migration Studies, Public Administration, Social Sciences, Development Studies or a related field.
- Minimum five years of professional experience in migration governance, local governance, programme coordination or related areas.
- Proven experience coordinating multi‑stakeholder technical committees or working groups at local or sub‑national level.
- Strong knowledge of Ghanaian local government systems, decentralized structures and local service delivery mechanisms.
- Understanding of labour migration governance, ethical recruitment, migrant protection frameworks and referral pathways.
- Excellent communication and writing skills in English; knowledge of Twi or other local languages is an asset.
