Consultant – Technical Assistance for TACH Project Development Plan

About the role

The 24H+ Authority, supported by the Ghana JET Programme, seeks an experienced consultant to lead the development of a practical Project Development Plan for the Tamale Air Cargo and Export Hub (TACH). The role involves consolidating existing work, coordinating stakeholders, and delivering tools that will guide the project from concept to commissioning.

Key responsibilities

• Review all existing documentation, including site demarcation, concession instruments, business plans, feasibility studies, and the Authority’s development process.
• Design and facilitate a structured stakeholder engagement process with ministries, agencies, GACL, GCAA, private sector and development partners.
• Iteratively develop an end‑to‑end Project Development Plan, sequencing phases, defining deliverables, owners, inputs, durations, decision gates and approval requirements.
• Create practical implementation tools such as an activity‑milestone tracker, stakeholder matrix, anchor‑partner onboarding pathway and risk‑register template.
• Identify institutional, regulatory and resourcing requirements, flag critical risks and propose mitigation measures.
• Facilitate a validation session with the Authority and key stakeholders to finalize the plan and tools.

Required profile

• Advanced degree in engineering, project management, logistics, supply chain, economics, finance, business administration, planning or a related field.
• Minimum seven (7) years of experience in project development, aviation, logistics or industrial park development.
• Proven ability to work with government ministries, agencies and private sector partners in a consultative environment.
