Director of Human Resource Management and Administration

About the role

The Public Services Commission is seeking a senior leader to head its Human Resource Management and Administration function. Reporting directly to the Director‑General, the incumbent will shape HR strategy, drive talent development, and ensure effective people‑management practices across the organisation.

Key responsibilities

• Develop and implement a strategic recruitment and selection plan for the organisation and its internal audit units.
• Design and oversee strategic training, capacity‑building, and competency development programmes.
• Lead the creation and continuous improvement of compensation, benefits, and scheme‑of‑service frameworks.
• Manage grievance procedures, mediate workplace disputes, and promote a positive organisational culture.
• Evaluate and recommend HR data‑management technologies and process enhancements.
• Review organisational structure and staffing levels to align with strategic objectives.
• Formulate and enforce HR policies, procedures, and guidelines in collaboration with divisional heads.
• Maintain industrial‑relations climate, staff welfare, and safety policies.
• Provide expert HR advice to senior leadership and prepare annual performance and training reports.

Required profile

• Bachelor’s degree in Human Resource Management or equivalent.
• Post‑graduate qualification in HRM and membership of a recognised professional body (e.g., CIHRM).
• Minimum 10 years of relevant experience, with at least 5 years in senior management within the public or private sector.
• Strong analytical, coaching, and mentorship capabilities.
• Computer literacy and ability to leverage HR technology tools.
