Monitoring, Evaluation and Learning Specialist

About the role

The Monitoring, Evaluation and Learning (MEL) Specialist will lead UNCDF's MEL agenda in Ghana, supporting the design, implementation and learning from a portfolio focused on youth empowerment, SME finance and climate finance. The role ensures robust data collection, analysis and reporting to inform program improvements and strategic decisions.

Key responsibilities

• Lead the development and implementation of the country-level MEL framework, including results chains, KPIs and data collection plans.
• Conduct field visits, key informant interviews and validate partner reporting to ensure accurate monitoring of project outcomes.
• Design and execute quantitative and qualitative research to capture programme results, impact and best practices.
• Supervise evaluation exercises and support partners in identifying strengths, weaknesses and performance improvements.
• Prepare timely reports for portfolio-level M&E, contribute to corporate reporting and ensure compliance with RBM requirements.
• Facilitate knowledge sharing, document lessons learned and support proposal development with aligned MEL frameworks.

Required profile

• Minimum 24 months of experience in monitoring, evaluation, learning or related research roles.
• Demonstrated ability to lead MEL activities, manage data collection tools and produce analytical reports.
• Experience working with development programmes, especially in youth, SME or climate finance contexts.
• Strong communication skills to engage with partners, regional offices and stakeholders.
