National Consultant for LEAP Management Information System

About the role

The consultant will provide technical backstopping to the LEAP Management Secretariat during the LEAP reassessment period, enhancing the capacity of MIS staff to use the system effectively as the database transitions to GNHR.

Key responsibilities

• Deliver tailored technical support for the LEAP MIS over an eleven‑month period.
• Build capacity of MIS staff through training, facilitation and knowledge transfer.
• Collaborate with MoGCSP directorates, social protection partners and other stakeholders.
• Ensure smooth migration of the LEAP database to the new GNHR platform.

Required profile

• Advanced university degree in Computer Science, Software Engineering, Information Systems or related field.
• At least 10 years of experience designing and developing large‑scale Management Information Systems.
• Demonstrated experience working with national social cash transfer programmes and government partners.
• Excellent analytical, communication and facilitation skills.

Required skills

• Design and development of production web MIS/transaction systems.
• API integration, relational databases, secure authentication/authorisation.
• Understanding of social protection cash‑transfer systems and beneficiary registries.
• Experience with system architecture, data modelling, migration, and quality validation.
• Knowledge of cybersecurity, privacy‑by‑design and secure software development lifecycle.
