Coordinator Resource Mobilization and Finance

About the role

The Public Sector Reform Secretariat (PSRS) is seeking a qualified professional to lead resource mobilisation and finance coordination for its flagship reform programme. This one‑year fixed‑term position supports the Government’s agenda on job creation and food security through effective financial management and donor fund oversight.

Key responsibilities

• Assist the Chief Programme Coordinator in preparing the Annual Work Programme in collaboration with other coordinators.
• Maintain accurate books of account and transaction records for all donor agreements.
• Ensure compliance with government and donor requirements, establishing internal controls for the disbursement of GoG and IDA/DP funds.
• Manage fund disbursement, lead regular reconciliation of ledger and sub‑ledger accounts, and produce monthly and quarterly financial reports.
• Develop and update fiscal policies, guidelines and procedures, emphasizing fraud awareness and internal controls.
• Supervise division units, prepare statutory and ad‑hoc accounting reports, and provide policy interpretation support to non‑financial managers.

Required profile

• Senior‑level professional with extensive experience in public‑sector financial management, procurement and resource mobilisation.
• Proven ability to work with government ministries, development partners and donor agencies.
• Strong analytical and reporting skills, with a track record of implementing internal control systems.
