Fiscal Agent Manager – MCC Ghana Program

About the role

The Fiscal Agent Manager will lead the financial management of the Millennium Challenge Corporation (MCC) funded Ghana Compact program. This senior position involves overseeing budgeting, accounting, reporting and internal controls to ensure transparent and efficient use of program funds.

Key responsibilities

• Administer financial management of MCC funding for the five‑year program.
• Design and implement a unified chart of accounts and financial reporting templates.
• Establish internal control mechanisms to ensure reliable reporting, regulatory compliance and operational efficiency.
• Set up and maintain automated budgeting, commitment and accounting systems.
• Assist the Millennium Development Authority (MiDA) in developing and updating a Fiscal Accountability Plan and detailed quarterly financial plans.
• Transfer knowledge on financial and grants management systems and internal controls to MiDA staff.
• Provide advice on financial aspects of contracts, procurement and infrastructure works.
• Protect program finances from fraud, waste and abuse and respond to payment‑related complaints.
• Collaborate with MiDA, MCC, implementing entities and the Procurement Agent as required.

Required profile

• Minimum 15 years of experience in senior finance roles such as Finance Manager, Controller or Chief Accountant.
• Proven experience setting up financial management operations for large development or government programs.
• Extensive expertise in budgeting, accounting, financial reporting and internal controls.
• Strong ability to design and implement financial systems, charts of accounts and reporting templates.
• Experience working with development partners, donor funding mechanisms and fiscal accountability frameworks.
