About the role
The Local Government Service Secretariat (LGSS) seeks a senior professional to lead the Social Welfare and Community Development Department of a Metropolitan, Municipal or District Assembly (MMDA). The Head of Department will provide strategic leadership, technical advice and oversight to improve the welfare of communities within the Assembly’s jurisdiction.
Key responsibilities
- Participate in preparing the Composite Budget and Annual Action Plan for the MMDA.
- Collaborate with regional heads to provide technical back‑stopping and monitoring of social welfare programmes.
- Formulate operational policies and coordinate community‑based projects, day‑care centres and services for the rehabilitation of physically challenged persons.
- Oversee juvenile justice administration and ensure implementation of statutory legal instruments.
- Monitor, evaluate and report on programmes addressing HIV/AIDS, domestic violence, child abuse and other emerging social issues.
- Provide technical advice on recruitment, performance management and staff development.
- Prepare comprehensive progress and annual reports on department activities.
Required profile
- Bachelor’s degree in Community Development, Social Work, Development Studies, Social Sciences, Administration or a related field.
- Minimum eight (8) years of public‑service experience, including at least two (2) years in a managerial position.
- Member of the Professional Cadre of the Social Welfare and Community Development Class and staff of the Local Government Service.
- Membership of a recognized professional body is an advantage.

- Computer literacy.
