Programme Officer – Immigration and Border Governance

About the role
The Programme Officer (Immigration and Border Governance) will lead the development, management and coordination of IBM projects across the Gulf of Guinea region, supporting capacity building for border agencies and enhancing migration governance.
Key responsibilities
- Manage IBM regional projects in Benin, Côte d’Ivoire, Ghana, Togo and Mauritania, ensuring compliance with IOM policies, donor requirements and integration of new evaluation methods.
- Provide technical inputs for policy and operational resources to promote safe, orderly and regular migration pathways.
- Guide Regional and Country Offices on emerging trends, donor priorities and resource mobilisation for IBG projects.
- Coordinate capacity‑development activities on document security, biometrics, legal identity, readmission, and advance passenger information.
- Maintain effective relationships with government counterparts, organise stakeholder meetings and resolve implementation challenges.
- Oversee creation of public information and training materials for customs, border and immigration authorities.
- Establish partnerships with UN agencies, humanitarian organisations, governments and community interlocutors.
- Contribute to UN Network on Migration initiatives and the Global Compact for Migration.
Required profile
- Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business/Public Administration, International Studies or related field with at least five years relevant experience, or a university degree with seven years experience.
- Proven experience in programme conceptualisation, development, monitoring, reporting and evaluation.
- Experience liaising with governmental, diplomatic and international institutions and organising high‑level consultations.
- Strong understanding of migration issues, UN and bilateral donor programming, and financial/business administration.

- Excellent leadership, coordination and information‑management abilities.
- Strong analytical, writing and communication skills.
- Ability to work under pressure, meet deadlines and operate with minimal supervision.
