Manager – Digital Personal Lending and Regulatory Compliance

About the role

The Manager will lead Oxygene Technology’s digital personal lending operations while ensuring full regulatory compliance with the Bank of Ghana and other authorities. This senior position reports to the Board and oversees end‑to‑end loan processes, compliance frameworks, and cross‑functional teams.

Key responsibilities

• Lead the Bank of Ghana licensing process through ORASS and manage all related registrations, permits and statutory filings.
• Develop and enforce policies on digital credit, responsible lending, AML/KYC, data protection, consumer protection, fraud prevention and cybersecurity.
• Oversee the complete digital loan lifecycle – onboarding, identity verification, credit assessment, approval, disbursement, repayment and recovery.
• Maintain a compliance calendar, monitor loan performance, arrears, defaults and ensure timely reporting to regulators.
• Manage relationships with mobile‑money providers, payment processors, credit bureaus and technology partners.
• Supervise accounting, tax, payroll, audit and financial‑reporting functions.

Required profile

• Bachelor’s degree in finance, banking, economics, law, risk management or a related field.
• Minimum seven years of experience in lending, fintech or a Bank of Ghana‑regulated institution, with at least three years in a managerial role.
• Proven track record handling Bank of Ghana licensing, regulatory reporting or compliance matters.
• Strong analytical, organisational and written‑reporting skills and high personal integrity.

Required skills

• In‑depth knowledge of AML/KYC, credit risk assessment, Ghana Card verification and consumer protection regulations.
• Experience with digital loan platforms, mobile‑money integrations and loan‑management systems.
• Familiarity with regulatory bodies such as the Bank of Ghana, ORC, GRA, DPC and SSNIT.
