National Consultant – Monitoring, Evaluation, Accountability & Learning Specialist

About the role

UNICEF is seeking a National Consultant to lead the development and operationalisation of a Monitoring, Evaluation, Accountability and Learning (MEAL) framework for Ghana's National Open Defecation Free (ODF) and Safely Managed Sanitation (SMS) plan. The consultant will work closely with government partners and UNICEF teams to strengthen data systems and support evidence‑based decision‑making.

Key responsibilities

• Design and implement a robust MEAL framework aligned with the African Sanitation Systems Strengthening Programme.
• Upgrade and customise the Basic Sanitation Information System (BaSIS) to capture climate‑resilient, area‑wide sanitation data.
• Facilitate the use of BaSIS data for planning, monitoring, evaluation, and accountability across the sanitation chain.
• Collaborate with UNICEF country offices, government agencies, and other stakeholders to ensure data quality and timely reporting.
• Provide technical guidance and capacity‑building to national partners on MEAL processes.

Required profile

• Advanced degree in public health, environmental science, development studies or a related field.
• Proven experience in designing and managing MEAL systems for large‑scale sanitation or public health programmes.
• Strong understanding of Ghana’s sanitation policies and the UN Sustainable Development Partnership framework.
• Excellent analytical, reporting and stakeholder‑engagement skills.
