Senior Monitoring, Evaluation & Learning Manager

About the role

The Senior Monitoring, Evaluation & Learning (MEL) Manager will provide technical support and guidance for the FIRST+II program, ensuring robust data systems and real‑time learning to drive adaptive management. Reporting to the Technical Component Lead and the Senior Operations Director (US), the role is pivotal for program impact in Ghana.

Key responsibilities

• Review and update OIG’s Monitoring, Evaluation, and Learning Plan annually.
• Lead implementation of the MEL framework, ensuring data collection tools meet Mastercard Foundation and OI AgFinance standards.
• Establish and maintain an in‑house data quality system for real‑time monitoring.
• Plan and supervise baseline, endline, and semi‑annual data quality surveys.
• Analyze data, produce analytical reports, and share lessons learned with senior management.
• Provide training to MEL and project teams to ensure compliance with MEL requirements.
• Contribute to FIRST+II deliverables, including work plans, milestone reports, and quarterly/annual reporting.
• Lead annual review and update of the Collaborating, Learning, and Adapting (CLA) framework.

Required profile

• Significant experience in Monitoring, Evaluation, and Learning and in Collaborating, Learning, and Adapting (CLA) within agricultural or private‑sector development.
• Strong management abilities and experience building relationships with government agencies, NGOs, and diverse partners.
• Bachelor’s degree in a related discipline.
• Supervisory responsibility for a MEL Associate.
