National Consultant – Toolkit Development for PAPBIM (Remote)

About the role

UNICEF is seeking a National Consultant to design and develop a comprehensive toolkit that supports Programme Activity Planning, Budgeting and Implementation Management (PAPBIM) for its WASH initiatives in Ghana. The assignment is remote‑based, lasting up to 200 days, and will contribute to strengthening sanitation programming aligned with Sustainable Development Goals.

Key responsibilities

• Analyse existing PAPBIM processes and identify gaps specific to the Ghanaian WASH context.
• Design user‑friendly templates, guidelines, and tools for activity planning, budgeting, and implementation monitoring.
• Collaborate with UNICEF country office, government partners, and private sector stakeholders to ensure relevance and applicability.
• Pilot the toolkit with selected programmes, gather feedback, and refine the final deliverables.
• Produce a detailed methodological report and training materials for end‑users.

Required profile

• Advanced degree in Public Policy, Development Studies, Economics, or related field.
• Minimum 5 years of experience in programme planning, budgeting, or implementation management within the WASH sector.
• Demonstrated experience working with international donors or UN agencies.
• Strong analytical and writing skills, with ability to translate technical concepts into practical tools.
