Human Resources Manager (Field)

About the role

The Human Resources Manager will partner with the Country Program senior management team to provide strategic HR direction and support high‑quality programs for vulnerable populations. This role oversees recruitment, staff development, performance management, employee relations, compensation, benefits, onboarding, and policy administration.

Key responsibilities

• Manage HR processes to ensure compliance with agency, donor, and local legal requirements and best practices.
• Provide professional HR advice and coaching to managers, staff, and partners on recruitment, performance, and employee relations.
• Supervise talent, team dynamics, and staff well‑being; develop individual development plans and conduct performance reviews.
• Lead training needs assessments and deliver targeted development programs for staff and partners.
• Implement retention strategies that ensure competitive compensation, benefits, and an engaging work environment.
• Monitor organizational culture to uphold CRS guiding principles and act as focal point for Code of Conduct, Ethics, and Safeguarding policies.
• Represent the organization in HR forums, stay updated on local laws and industry standards, and maintain peer contacts.
• Oversee personnel record keeping and generate analytical HR reports to support workforce planning.
