Social Accountability Expert

About the role

Cowater International is seeking a Social Accountability Expert to support municipal governance across twelve metropolitan and municipal assemblies (MMAs) in Ghana. The role focuses on building capacity to improve public financial management, enhance transparency, and foster community engagement.

Key responsibilities

• Provide technical assistance to 12 MMAs in the Northern, Upper East/West and Brong Ahafo regions.
• Develop and implement performance indicator tools, including Resident Satisfaction Surveys.
• Facilitate community outreach activities to increase public access to financial information.
• Adopt an iterative, advisory‑based approach to transfer knowledge and strengthen local government capacity.
• Collaborate with multidisciplinary teams and travel extensively within Ghana.

Required profile

• Bachelor’s degree in Social Studies, Community Development or related field (Master’s preferred).
• 5–10 years of experience engaging civil society, preferably at the municipal level.
• Proactive attitude with strong interpersonal skills.
• Excellent written and spoken English.
