Grants and Subcontract Specialist – USAID GFRA Project

About the role

The Grants and Subcontract Specialist will lead the implementation of the Ghana Fisheries Recovery Activity (GFRA) Grants under Contract (GUC) and local subcontract portfolio. Reporting to the Director for Administration and Finance and working closely with the Chief of Party, the specialist ensures compliance with USAID and Tetra Tech policies while supporting the project’s technical objectives.

Key responsibilities

• Administer the project’s GUC and subcontract portfolio, tailoring templates to the project context.
• Ensure compliance with USAID and Tetra Tech ARD grant and subcontract management policies.
• Coordinate annual planning with the project team to define technical objectives and solicitation timelines.
• Build capacity of staff and grantees through training on manuals and templates.
• Define and manage solicitation and selection processes, convene evaluation committees, and document decisions.
• Oversee pre‑award due diligence, including surveys, cost analysis, and certification requirements.
• Collaborate with technical and MEL specialists on negotiations and indicator alignment.
• Prepare award and modification packages and maintain required documentation (e.g., DUNS registrations, excluded parties searches).

Required profile

• Proven experience in managing USAID or similar donor grants and subcontracts.
• Strong knowledge of grant and subcontract compliance, due‑diligence, and reporting requirements.
• Ability to train and mentor staff and grantees on grant management processes.
• Excellent coordination skills to work with technical, finance, and procurement teams.
• Based in Accra and able to work onsite.
