Migration Governance Assessment Consultant for Accra

About the role

The International Organization for Migration (IOM) seeks a qualified consultant to lead a migration governance assessment for the City of Accra. The assignment will build on the 2019 Local Migration Governance Indicators (MGI) profile and deliver an updated evidence‑based overview of migration policies, institutions, and service delivery.

Key responsibilities

• Adapt and apply the Local MGI framework (87 indicators) to the current Accra context.
• Collect, verify, and analyse migration‑related data from municipal and national sources.
• Engage with Accra Metropolitan Assembly officials, civil society, and other stakeholders to gather qualitative insights.
• Identify good practices, gaps, and recommendations for strengthening migration governance.
• Produce a comprehensive migration governance profile report and present findings to IOM and local authorities.

Required profile

• Proven experience in migration governance, urban policy analysis, or related consultancy work.
• Familiarity with the Migration Governance Indicators framework or similar assessment tools.
• Experience working with local government bodies in West Africa is highly desirable.
• Strong analytical and report‑writing abilities.
