Health, Safety & Environment (HSE) Officer – Transmission Line & Substation Project

About the role

The Health, Safety & Environment (HSE) Officer will ensure safe execution of all activities on the Transmission Line & Substation Relocation Project, maintaining compliance with health, safety, environmental and mining regulations.

Key responsibilities

• Develop and implement the Project HSE Management Plan.
• Conduct hazard identification and risk assessments.
• Monitor compliance with permit‑to‑work systems and safe work procedures.
• Carry out site safety inspections and audits.
• Facilitate toolbox talks, safety meetings and awareness campaigns.
• Investigate incidents, near misses and unsafe conditions, and develop corrective actions.
• Monitor contractor HSE performance and ensure proper use of PPE.
• Coordinate emergency preparedness and response activities.
• Oversee environmental management measures and reporting.
• Maintain HSE statistics, performance reports and ensure compliance with mining regulations and client requirements.

Required profile

• NEBOSH International General Certificate (mandatory).
• MINCOM certification (mandatory).
• 5–10 years experience in occupational health, safety and environmental management.
• Experience in high‑voltage electrical construction, mining or heavy industrial environments.
• Knowledge of local occupational health and safety regulations and international best practices.
• Experience on high‑voltage transmission and substation projects (161 kV or above preferred).
• Strong communication, reporting and stakeholder engagement skills.
