About the role

UNFPA Ghana is seeking an individual consultant to carry out a mapping exercise of youth-led networks, organisations, associations, girl-led and women-led groups, content creators and influencers active in SRHR and RHE advocacy, as well as in climate action, agriculture, youth governance and entrepreneurship. The consultant reports to the EmpowerED Focal Point at UNFPA Ghana and works with the M&E Officer and the Gender Officer, the NYA regional directors and implementing partners such as ARHR, PPAG, AfriYAN Ghana and the Ghana Youth Federation.

Key responsibilities

  • Review the EmpowerED baseline findings and national reproductive health planning documents, including the Ghana Family Planning Costed Implementation Plan 2024 to 2030 and the National Strategic Framework on Adolescent Sexual and Reproductive Health.
  • Develop and deploy a digital data collection tool to identify and map youth actors across the primary regions (Greater Accra, Oti and Bono East) and secondary regions (Eastern, Ashanti, North East and Volta).
  • Work with NYA regional directors to obtain and verify records of youth groups and networks registered with the Authority and include them in the database.
  • Audit existing interventions by mapped SRHR actors, including out-of-school RHE delivery, digital campaigns and peer-to-peer counselling, and assess the credibility and rights-based grounding of digital content creators and influencers.
  • Review the financial landscape of mapped organisations and evaluate their technical and operational capacity gaps, including monitoring and evaluation, financial management and RHE technical accuracy.
  • Hold regional consultations with NYA regional offices and AfriYAN to validate emerging findings.
  • Produce a final mapping report with a structured database disaggregated by region and theme, a sustainability assessment and strategic recommendations, plus a shareable database version prepared in line with data protection principles.

Required profile

  • Advanced degree in social sciences, public health, development studies, communication or a related field.
  • At least 5 years of professional experience in stakeholder mapping, landscape analysis or research involving youth-led organisations or civil society networks.
  • Demonstrated experience using youth-centred, participatory and digital data collection methods.
  • Working knowledge of the socio-cultural context of the regions covered, including linguistic considerations for RHE communication.
  • Experience engaging national youth institutions such as the National Youth Authority and the Ministry of Youth Development and Empowerment.
  • Fluency in English is mandatory.

Required skills

  • Proficiency in digital data collection platforms.
  • Excellent analytical and report writing skills.
