Procurement Manager

About the role

Ghacem Limited, Ghana's leading cement supplier, is seeking a Procurement Manager to lead its Procurement Department. The role involves overseeing all purchasing activities, ensuring compliance with budgets, and driving supplier performance across the organisation.

Key responsibilities

• Manage the Procurement Department and implement the Technical Department CAPEX budget.
• Prepare tender invitations, manage the tendering process, and maintain the contract database.
• Negotiate supply agreements with vendors and certify invoices for payment.
• Liaise with user departments to align procurement with budget estimates and inventory levels.
• Monitor supplier performance, develop supplier capabilities, and advise on abnormal consumption.
• Approve requisitions, generate Local and Overseas Purchase Orders, and ensure proper documentation.
• Set annual goals, identify training needs, and develop staff competencies.
• Implement EHS Management Systems (EMS/OHSMS) within the department.

Required profile

• BSc in Mechanical/Electrical & Plant Engineering, or a degree/qualification in Purchasing and Supply (e.g., CIPS).
• Minimum 10 years of relevant experience, including at least 5 years in a managerial procurement role.
• Strong understanding of the Ghanaian and global business environment.
• High integrity, objectivity, and commitment to organisational policies.

Required skills

• Proficiency with Maintenance/Procurement software.
• Contract administration and management.
• Implementation of EHS Management Systems (EMS/OHSMS).
• Advanced computer literacy and negotiation capabilities.
