Programme Management Specialist (Ghana Country Programme)

About the role

The UN Capital Development Fund (UNCDF) is recruiting a Programme Management Specialist to support the Ghana country programme. The post is open to internal and external applicants, following a tiered application process: Tier 0 covers UNDP/UNCDF/UNV staff whose posts will be abolished or contracts terminated or not renewed in 2026; Tier 1 covers other permanent and fixed-term staff; Tier 2 covers temporary appointees, PSA staff and UN Volunteers; all other candidates fall under Tier 3. The vacancy is advertised for Accra and the Tema region.

Key responsibilities

• Lead programme development and implementation, ensuring alignment with UNDP and UNCDF rules, regulations and priorities
• Lead annual work plans, assess HR and procurement needs, update risks and align indicators with Prodoc
• Lead weekly team meetings and ensure follow-up actions are tracked
• Draft and quality-assure donors' narrative reports against donor agreements and UNCDF reporting schedules
• Provide quality assurance on responsible party selection, including due diligence on candidates, selection packages and agreements
• Maintain a relationship with the Project Management Support Unit and the Operations Effectiveness and Assurance Unit
• Lead the monitoring, evaluation and learning agenda and set performance targets and indicators with partners
• Manage budgets, lead financial reporting and compliance with donor arrangements, and support audits and decentralised evaluations
• Ensure effective use of Quantum and Quantum+ across the project cycle, and manage HR recruitment and procurement, including TOR preparation and candidate review
• Identify capacity-building needs, organise training and workshops, and ensure project reports capture results, lessons learned and good practices
• Contribute to knowledge networks and communities of practice, and support knowledge platforms and resource sharing
• Act as the in-country focal point for donors, government and other technical partners, and support the UNDP country office
