Education Specialist – TVET Systems Strengthening (P‑3)

About the role

The Education Specialist will support UNICEF Ghana’s mission to promote equitable and inclusive education by strengthening technical and vocational education and training (TVET) systems. Based in Accra, the role focuses on improving skills development pathways for young people, especially young women, and fostering private‑sector engagement.

Key responsibilities

• Lead coordination with development partners, the Ghana TVET Service, the Commission for TVET, and the Ministry of Youth Development and Empowerment.
• Drive private‑sector engagement to enhance employability outcomes for youth.
• Provide technical guidance for TVET systems strengthening and monitor implementation of related programmes.
• Prepare, implement, monitor, evaluate and report on education projects in line with UNICEF’s results framework.
• Support the development of policy briefs, training materials and knowledge‑sharing platforms.

Required profile

• University degree in education, vocational training, development studies or a related field.
• Professional experience in TVET, skills development or education systems strengthening, preferably in a development context.
• Demonstrated ability to work collaboratively with government agencies, donors and private‑sector partners.
• Strong analytical and reporting skills, with experience in project monitoring and evaluation.

Required skills

• In‑depth knowledge of TVET systems and skills development frameworks.
• Experience in coordinating multi‑stakeholder initiatives.
• Ability to produce technical guidance documents and policy recommendations.
